PROGRAMMES

LARRRI works under three major organizational portfolios through which programmes are planned and implemented. Those are RESEARCH, PUBLICATIONS AND DOCUMENATTION, ADVOCACY AND PUBLIC ENGAGEMENT and INSTITUTIONAL MANAGEMENT AND PROGRAMME SUPPORT.

Each portfolio consists of thematic programmes that also further divide into specific activities that are implemented in three to five programme year phases sometimes. Below, a brief description of the programmes under each portfolio is warranted.

1. RESEARCH, PUBLICATION AND DOCUMENTATION

The over all objective of the Research, Publication and Documentation portfolio is to search for, analyse, publish and document reliable information on land matters for public use in raising their awareness, self organizing and feeding into the policy processes to influence policy changes.

Under this portfolio, Research is the major activity but there are other activities such as policy analysis, fact findings, rapid response, baseline studies publication and documentation. Other objectives of the research, publications and documentation are as follows;

  • To initiate, conduct and coordinate various research activities with a view to gather the most reliable and up to date information on land tenure issues for purposes of informing the public, advocacy for policy change and land rights training among others.
  • Prepare and disseminate various forms of publications for purposes of arming people with reliable information on their rights to land
  • To identify and respond to specific research needs from the public, media other programmes of the Institute, other like minded organizations within and outside the country and any other important sources as the case may be
  • To establish effective systems of documentation and dissemination of information obtained through research, media, other programmes and any other means for purposes of keeping records for public use, assessing the extent to which the public access such information and the impacts of the publications over all
  • To forge strong linkages between the Institute and research institutions/units in other organizations both within and outside the country for purposes of leaning from each other, sharing experiences and adopting the best practices

There are four main components or areas of focus for this portfolio which are;
  1. Research: that includes activist researches, baseline surveys, rapid responses and fact finding missions
  2. Policy analysis: that focus on critical analysis of policies, laws, regulations and declarations with a view to explore and expose their thematic contents and implications for the rights to land of majority small producers
  3. Publications: focus on authoring, editing and printing of various forms of publications like books, Newsletters, occasional papers, annual reports, leaflets, annual calendars and related publications with a view to keep the public well furnished with a wide range of information on land matters
  4. Documentation: This focuses on proper keeping of records also on various forms. LARRRI maintains this website and keeps it well updated with relevant information for the public. A small library is also maintained at the office premises for users mainly researchers and students from higher learning institutions who use it for their academic research references

  1. Baselines studies for Kilombero and Rufiji districts - concretize needs assessment for land rights and village governance programme. Ends April 2007
  2. Research Programme on Bio resources - to establish the policy and legal framework governing the public rights to access, own and control over bio resources in Tanzania and user rights for communities around bio resources rich areas. Ends May 2008
  3. Policy analysis is a continuous task
  4. Periodic updating of the website and furnishing the library with relevant information

2. PROGRAMMES ON ADVOCACY AND PUBLIC ENGAGEMENT

This portfolio encompasses two major components namely public engagement on one hand, and lobbying and advocacy on the other. Public engagement is part of the Institute's initiatives to enlighten the public through broad based awareness programmes like land rights training, workshops, seminars, national forum, media programmes and information dissemination for them to understand and advocate for their rights on land.

It is also the means of linking up with grassroots struggles against unjust system through trainings on how to organize and participate effectively in decision making. Many activities shall focus on those thematic contents but also on a very wide reaching programme on land rights and village governance.

The later is a long term programme to broadly engage with the public so as to enable them become active players of policy processes as well as participation in decisions pertaining to their rights. It thus links up issues related to land tenure system with administration of resources rights and justice.

So the current thematic programmes include but not limited to;

  • Land rights and village governance (ends February 2008 but begins in new programme areas effective January 2008 ends December 2012
  • Media programmes (continuous)
  • Information dissemination (continuous)
  • Land rights training for NGOs and CBOs (continuous)
  • Grassroots level workshops and seminars on land (continuous)
  • Monthly seminars
  • National annual forum
  • Land rights and food security ( still in conception stages to begin mid 2008)

The second component focuses on usage of research findings and analysis to inform policy changes. The information obtained through research, analysis and publications is widely shared with other actors in the society for the purpose of mobilizing forces for change that benefits small producers.

The changes may range from improving implementation of a particular course of action to protesting against decisions that have negative impact on small producers. This is what we generally consider to be lobbying and advocacy for policy changes.

Given the rapid changing circumstances and forces that inform land tenure system in the world today, lobbying and advocacy must be one of the continuous undertakings for activist organizations like ours so as to bring on board issues that are critical to the rights and livelihoods of marginalized groups in society like peasants, pastoralists, women, artisan miners and related groups.

3. INSTITUTIONAL MANAGEMENT AND PROGRAMME SUPPORT

The over all objective of this programme portfolio is to ensure that a strong institutional base is in place to initiate, coordinate and supervise all plans of the Institute so that the objectives of the Institute and programmes are achieved effectively and efficiently.

In addition, to ensure that the necessary facilities and equipments and other programme requirements are acquired and functional all the time to enable smooth implementation of planned activities and, to manage plans and expenditure of money according to the procedural requirements of national and International standards.

The portfolio divides into three main components namely administration, finance and programme support whose main functions are briefly described below.

Administration

All issues related to the day to day management of the Institute including office running, attending to clients, personnel matters, resources mobilization and allocations and security of the Institute in general fall under the administration sub portfolio.

This component also takes care of the management development and general welfare of the workers. Proper planning and execution of the planned activities depend entirely on a well functioning administrative machinery and availability of resources to facilitate operationalization of tasks.

This sub unit is responsible in searching for and or developing human resources with requisite skills and experiences to run the administration, finance and programme functions of the Institute

Finance

The finance component deals with all financial matters including fundraising, preparation of financial reports and budget, auditing, managing relationship with the donors and general management of accounts of the organization.

The main function of the unit is to ensure that financial resources are available to facilitate smooth execution of planned activities and accounted for in accordance with both local and international standards.

Programme Support

Programme support primarily focuses on provision of conceptual guidance with respect to strategic planning, execution of planned activities, monitoring and evaluation and quality assurance.
